Common Cause issued a report Wednesday that said cigarette manufacturers were one of the big winners in California's last legislative session.
The report prepared by the campaign finance reform group's Education Fund in Washington, D.C., said tobacco companies dramatically increased the amount of money they spent on lobbying at the Capitol and escaped an increase in the cigarette tax toward the end of the legislative session while the state's budget deficit was being debated.

Or could it be that California were ahead of the game in raising taxes on cigarettes.
Revealing. It's not about health, it's about balancing the budget.
The fact is that California has already raised taxes on cigarettes recently. To do it again because of incompetence on the part of the government would be shameful, and possibly reduce revenues as people went outside the state for purchases.
